10th seed El Weleily overcame the challenge of Malaysia's Low Wee Wern in a high-quality match, coming from 7/1 down in the fourth game to clinch the win.
David and El Weleily will take to the court in the first final of the day at 10:00 (GMT).
The top seeds in the men's semis were better represented than their female counterparts, however a new champion was already guaranteed before today's matches got underway.
James Willstrop and Gregory Gaultier played out two tough opening games in the first men's semi, both of which the Englishman won 11/9, before going on to take the third in quick time to reach his first Hong Kong final.
Willstrop will meet Egypt's Karim Darwish at 10:45, after Darwish continued a fine run of form in this competition when he defeated Malaysia's Azlan Iskandar in just 37 minutes, 11/3, 11/8, 11/2.
